Comment on Update of Clarendon Sector Plan - due October 13, 2021 Clarendon Sector Plan Update - Projects & Planning (arlingtonva.us) T hank you for the opportunity to comment on the update of the Clarendon Sector Plan.   I applaud the thoughtfulness that has gone into creating more space in this transit-rich, central area of Arlington for people to work, live and play.   My comments focus on the transportation aspects of the plan, and specifically on four areas.  Many of my comments focus on facilities for people to use when biking, because the project team has spent a lot of time thinking about how people will walk through this area.  A lot of space is allocated to people driving through this area. Extreme weather is getting worse because of climate changing resulting from the amount of carbon we have released in the atmosphere.  In Arlington, transportation produces more carbon emissions than any other sector. Conveniently, the way to address both of these problems is the same: get people to drive less.  And ebikes (bikes with small electric motors) are a great alternative to driving for most trips in Arlington - they allow most people to get to most places carrying most things without a car.  My husband and I have raised 3 kids (now ages 6, 8 & 10) in Arlington with only one car (that we barely use) because of the flexibility of ebikes.  For too many, cost is a barrier to purchasing an ebike.  Section 136407 of ...

I support the funding proposed for: - The Heights: adding a field & providing an accessible entrance - Kitchen & entrance renovations - HVAC replacement & maintenance - Turf field replacement However, I have major concerns about the plan for the Career Center and the plan to spend our precious capital dollars on parking spaces in Rosslyn, one of the most transit-rich, walkable areas in the County. The Career Center Plan is Rushed I served on the BLPC for the previously planned addition to the Career Center. I agree that we need capital improvements to the site to adequately serve this valuable program. Northern Virginia faces many challenges related to transportation, many of which are common across America and the world: We continue to contribute to too much to climate change, leading to more severe weather patterns and leaving our children with a huge burden. We are facing a long simmering public health crisis of people being killed or seriously injured on our streets. Our local businesses struggle to compete in an online world. We are increasingly isolated from our neighbors and our communities. Our land is almost entirely built-out, making it difficult to find space to meet the needs of our growing population. I want to comment on three areas: (1) the need for protected bike lanes in both directions on 19th Street North and North Lynn Streets; (2) the need for convenient and safe parking for cargo bikes and bikes, scooters and other micro-mobility vehicles that use e-assist; and (3) the need for an elementary school in this area. First, both the new 19th Street North and North Lynn Street 1 - 19th and Lynn will see vehicle volumes that necessitate protected bike lanes under the NACTO guidance.  Thus, these streets should provide protected bike lanes in both directions.  Failure to do so would be inconsistent with the Bicycle Element of the Master Transportation Plan.  It would also mean that m...

Clark St. – Crystal Plaza 1: https://us.openforms.com/Form/f3956e5e-44ce-400f-ba2a-07af2bc7c4b8 Due 1/11/21  I applaud those working on this project for tackling the important work of (1) realigning Clark & Bell and (2) redesigning the Richmond Highway/20th Street South intersection.  However, plans for both of these should be improved to be consistent with Arlington's master planning documents and to better support active transportation.  Additionally, this site should include convenient and safe parking for all types of bicycles, including cargo bikes, and should include charging for ebikes and escooters. Regarding Clark/Bell, it is unacceptable that an entirely new street built in Arlington today would not meet NACTO standards.  As it is clear that this street will see volumes that necessitate protected bike lanes, this street should provide protected bike lanes in both directions.  Failure to do so would be inconsistent with the Bicy...

Bluemont Junction Trail Crossings Improvements

Bluemont Junction Trail Crossings Improvements  https://www.surveymonkey.com/r/72TL3NR  These streets have speed limits of 25 mph. Thus, it is not consistent with state law to have stop signs for trail users at any of these crossings. Parked cars near trail crossings hinder sight lines.  Please pull the parking farther away from the trail crossings to account for the need for visibility at reasonably slow bike speeds (6-10mph). From the drawings, it looks like the trail is narrowed at the crossings.  That would make these crossings more dangerous for vulnerable users - people on the trail already have to pay attention to cars coming on the streets, they shouldn't also have to worry about head-on collisions with other trail users as they cross a narrowed trail. BUCHANAN STREET - Given the proximity to an elementary school (ATS) "Higher trail usage compared to roadway usage", cars on Buchanan should have a stop sign.
